Notice of Annual Meeting 

The 27th Annual Meeting of the members of High Plains Power, Inc. will be held at the Fremont 
Center, Riverton, Wyoming, beginning at 10:00AM on Saturday, March 21, 2026, to take 
action upon the following matters: 

1. The report of Officers, Directors, and Committees. 
2. The election of three (3) Directors. 
3. All other business which may come before the meeting or adjournment thereof. 

In connection with the election of three (3) Directors scheduled for this meeting, the following 
members have been nominated for Directors by the Committee of Nominations appointed by the 
Board of Directors of High Plains Power, Inc. or by petition pursuant to the By-Laws. 
(One to be elected from each district) 

District 4 – Jesse Hankins (nominated by committee) 
District 5 – John Stoll, Jr. (nominated by committee) 
District 6 – Bret Gardner (nominated by committee) 

Additional nominations for Directors may be made pursuant to the By-Laws.

2026 Board of Director Candidates 

 

DISTRICT 4: JESSE HANKINS 

Jesse B. Hankins is seeking re-election for District 4.  Jesse has been in the ranching business his whole life and 
in his spare time he enjoys spending time with his family, as well as hunting and fishing.  Along with ranching, 
Jesse and his family own and operate an outfitting business, providing hunting and fishing trips in the Wind 
River Mountains.   
 Mr. Hankins is seeking re-election to the High Plains Power Board of Directors because he would like to 
help keep the rates down and to have local representation that helps maintain the co-op and make sure there is 
good service provided to the members.  Jesse states, “My dad Jess Hankins served on the Board of Directors for 
46 years and I would like the opportunity to continue following in his footsteps, and continue to maintain good, 
dependable service and reasonable rates. I look forward to working with the directors and management, looking 
out for the members’ best interests, and being sensitive to their needs. Thank you for your support.”  

 

DISTRICT 5: JOHN STOLL 

John Paul Stoll, of Pavillion, Wyoming, is the owner of Stoll Limousin, along with his wife, Kara. They have been selecting 
and developing purebred Limousin cattle genetics for over 40 years. Their daughter, Teal, and her husband, Tim, are also 
actively involved in the family ranch. In his spare time, he enjoys spending time with family and friends, rock hunting, and 
is actively involved with the Crowheart Community Church. John has been a High Plains Power customer for 37 years. 
John Paul is seeking re-election in hopes of continuing to see High Plains Power prosper, by staying current on the new 
technology that can save time, money, and energy. He supports reliable, affordable power for his community and all of 
Wyoming, now and in the future.  He believes, “Power is the thread of our daily lives.” With a deep family history in 
ranching and agriculture, John knows the importance of using resources responsibly and applying common sense to solve 
problems of a wide variety. 

 

DISTRICT 5: ALLISON SAGE 

Allison ‘Rocky’ Sage is an enrolled Northern Arapaho member from Ethete, Wyoming. He is seeking to become 
a board member of High Plains Power, representing District 5. As a board member, Allison would like to develop 
strong relationships with the members and customers across the High Plains Power territory, so that he can best 
represent your interests for reliable and affordable rural electric service. 

A lifelong resident of the Wind River Indian Reservation, Allison has spent more than 25 years directing and 
administering social service and healthcare programs in the community. Allison holds a Bachelor's and a Master's 
Degree in Social Work from the University of Wyoming. In his free time, he leads local Healing Rides on 
horseback for young community members, which address life skills training and suicide prevention. Allison is a 
generous man with deep roots in his community. He has provided counseling, consulting and non-profit services 
to various organizations and individuals. He is also knowledgeable about local energy issues, having been 
instrumental in helping plan, present and design the Energize Wind River project application. Allison would be 
honored to serve the High Plains Power members as your District 5 board representative. 

 

DISTRICT 6: BRET GARDNER 

Bret Gardner is seeking reelection as the Board Director to represent District 6. Mr. Gardner is honored to have 
served on the Board for the past 19 years. He is pleased with the way High Plains Power is operating at the 
present time and looks forward to his future participation on the Board. He says, “There are a lot of changes 
taking place right now with rules and regulations, and I look forward to taking part in the resolution of these 
issues.” 

Bret was born and raised in Fremont County and knows the importance of reliable power for his ranch and 
livestock trucking business. He has two children, Chad and Melissa, and two grandchildren. Both Chad and 
Melissa are graduates of the University of Wyoming. Bret serves as a board director on the Tri-State Generation 
and Transmission Board of Directors. He has been a member of Riverton Valley Electric and High Plains Power 
since 1980. Bret has been a member of the Fremont County Cattlemen for over 35 years and a member of the 
American Angus Association for over 20 years. He also served on the Fremont County Volunteer Fire 
Department for 20 years. Bret states, “I would be honored to have three more years on the Board.”
